I'd suggest the Saint's Row games, I had some serious fun just messing around in them and they have some pretty epic moments as well as some really funny ones in the storyline :-D
Also [Prototype] is a suprisingly fun game to just run around smashing stuff in...

And Bioshock. I am surprised no one has mentioned it. It is good for at least 2 playthroughs. More if you get creative.

I have my sights in the GOTY version of Fallout 3. I wish Mass Effect 2 brings to the table the good things from Fallout 3 and adds in to its well-written story.
