Quite a few different Sonic games come to mind. I think Sonic Team's Sound Director guy is probably the most competent person there.

Ok, maybe "shitty" is a little harsher than it deserves, but at least mediocre.

Unlimited SaGa. Best soundrack in the series composer history, worst everything else. Most notable was the slot machine combat system where even basic actions like heals and nornal attacks required you to get the correct slots to line up.

Incidentally, a new, nonshitty SaGa is in the works, really looking forward to it.

DRIV3R is full of great licensed music. Just listen to some of this:

Great voice cast too. If they'd only had another few months of development time to iron out the multitude of problems, it could have been amazing. As it is, I find it fascinating in a so bad it's good kind of way.

Unpopular opinion, but Undertale. Terrible game to force yourself to play through, but the soundtrack is good all around.

Legend of mana, so repetitive and shallow, but man that soundtrack.

Sonic games are really weird like that...I personally liked Sonic 06 despite its many, many, many flaws (well...partially because of them) but other than that, Secret Rings and Black Knight were unplayable for me because of the controls...but the soundtracks were solid up until you heard the title song umpteen times.

Final Fantasy XIII isn't a good game but the presentation is top-notch and there's only one piece of the soundtrack that I don't like (the Barthalus(?) theme is Gackt-Awful).

I agree with this: I couldn't stand the game part of the game but the soundtrack was great. I didn't make it past...or to Undyne...can't remember if I actually fought her or not.

Simon's Quest. All of the NES Castlevania games had great music, but Simon's Quest itself was a bit of a misstep.

I was gonna mention this one.

Great music. Abysmal gameplay. Definitely mandated by a want to 'make a new system' as the JRPG industry was obsessed with back in the days (no idea if they still are, but back then they were so obsessed with 'systems' that they even had in character references to the 'combat system' in FF8)

I'll say Hatoful Boyfriend. Coincidentally, the best music track happens in the only part of this visual novel that resembles a game: the boss battle.

Warning to headphone users: it gets LOUD!

DmC: Devil May Cry (Vanilla version). It had a rocking soundtrack almost on par with the classic DMC games.

Final Fight: Streetwise had a couple of good remixes of the original soundtrack.

Persona 1, particularly the PSP remake. Okay, it wasn't terrible and every series needs a start but it's not a game I'll go back to anytime soon. The songs themselves (energetic, vibrant) felt out of place for the dreary tone of the game but they would fit beautifully in Persona 4 or 5, like Lone Prayer or Bloody Destiny.

Kinda cheating though, considering its mostly licensed metal track (oh, but what a selection of metal tracks)

Whatever, just wash your hands.
Sonic games. They are all pretty much meh to really bad but somehow they mostly have really really amazing sound tracks.

A certain blue hedgehog comes to mind. Namely Sonic Adventure 1 and Sonic Unleashed.

That being said, the old Mega Drive games (as in Sonic 1, 2, CD and 3 & Knuckles) are great. And a few of the 3D ones are alright.

*GASP* How dare you! *rabblerabblerabblerabblerabble*

But it's true it's one of the most beautfiul soundtracks i've heared in recent years.

I'd throw Gothic 3 into the ring. Was an atrocity of a game, especially compared to it's predecessors but the soundtrack was pretty neat.

A rather obscure dungeon crawler called Depths of Fear: Chronos has an amazing synthwave soundtrack which gives the game the feeling of a Pink Floyd music video or a slasher film.
