What's with people posting games that take 20-30 hours to beat? These aren't short, people. And to say they get a lot shorter if you try to skip everything and run straight to the end... that's retarded.

Half Minute Hero? That might be too short though, depending on how you look at it. It's more like 30 or 40 10 minute RPGs all attached together.

Also Desktop Dungeons might be worth a look, although it's frustrating as shit because it constantly generates unbeatable dungeons until you've unlocked the paladin glyph for non-paladin classes, and then that is still completely random.

As far as short RPGs go, there's Half Minute Hero on PSP. It's my personal favorite game to just pop in and play for a little while. If your looking for old school, I've always stuck to Earthbound, (I've finished it within 10 hours).

If nostalgia isn't your thing, the Golden Sun series isn't too long. The latest game I managed to beat around the 10 hour mark.

There the Rainslick Precipice of Darkness episodes. It's a Penny Arcade game, so if their humor doesn't really jive with you the games won't either.

Persona is a great series, yet it is far from short. Unless you consider 60-80 hours short, however. But please, don't let that deter you from one of the greatest JRPG's out there. That is complete honesty.
Now, a good short RPG would be something like Radiata Stories, the Parasite Eve series (which is an interesting action-RPG), and the original Fallouts. Also the Grandia series aren't terribly long, but start kinda slow, in my opinion. Now, I would say something also like Kingdom Hearts or some of the Final Fantasies, but those can be relegated to ones ability to blow through a game.
However, you're going to be hard pressed to find an RPG that clocks in below 20 or 30 hours, as it takes usually that long to convey the story in a sense that the developers wish. Yet if this is an acceptable timeframe, then you do have wider options. It just heavily varies.

Torchlight.

It's a nice hack n slash RPG dungeon crawler. Good graphics, great character design, tons of skills and items and a million billion monsters to smash :)

It's simple, the story is non-intrusive and can be very easily ignored, there's one town and one huge dungeon that just keeps going down and down...

It's just pure RPG fun :)

Go get it!

its on steam. Typically for about 20 bucks. However if you keep a watch on it, or have alot of disposable income. Its fantastic.

Some good writing a really cool dungeon crawling style.

The main story can be kinda quick. however there is a ton of things you can do. The dungeon crawling mechanic is also very well done. In a zeldesque style that we haven't seen for quite some time.

Earthbound, you absolutely have to play Earthbound if you never have. It's relatively easy and not too long either, and hilarious.

Other than that, the Pokemon games aren't too long and are surprisingly good. I'll also second The World Ends With You, fantastic little RPG on the DS that was completely overlooked.

If you have access to a PSP, Final Fantasy IV is coming out for that soon, and assuming that in the transition from previous consoles to PSP Square Enix decides to make it a bit easier, you could probably complete that pretty quickly. I spent a lot of time levelling up in FFIV and if I didn't have to do that I could have probably completed it in 10-20 hours.

Half-Minute Hero is an amusing example that I really need to get around to buying.

Each entry in the .hack series is pretty short too. It's an episodic series, but they're all roughly ten hours long.

I thought it looked like crap at first but boy am I glad I played it because it is ridiculously fun. I'd highly recommend this to any gamer, RPG fan or not. I think OP would probably enjoy it a lot.
