I hated it. I got it for the PC, though and it's clunkiness combined with trying to drive nicely with WSAD made it unbearable.

Yes. Highly customizable characters and cars, decent amount of missions and loads of side activities.
If you like ridiculous games where you can cause insane amounts of chaos and disorder with very little penalty, then get it now. If you like your games to be serious and realistic, then don't.
It's... meh. The AI can be horrible at times and the car have what I call 'Crackdown syndrome' where they don't act like they have real drivers. For example in terms of AI stupidity: I had a mission where I had to ride with this person to deliver drugs. She would only go the direction she was supposed to go (IE, she wouldn't go the wrong way on the road). This caused me to lose many times because we had to drive around in a circle because a very large part of the area was one-way road.
Overall, not very impressed by it, including everything I've done so far. Though I've only recently started it.

For the 360 it is awesome. Almost unequalivible freedom, likeable characters, good car physics, good weapons, and AIRPLANES!
Would recomend it too anyone. 
If you buy games to be entertained, then Saints Row 2 is better than any GTA game thus far.
Hilarious characters & story, awesome character customisation (I made an emaciated dual-revolver-wielding heavily-tattooed mime-face with bright blue hair) it doesn't take itself seriously (but doesn't get so stupid as to be annoying), has more varied gameplay than the GTA games, and oh, by the way, HAS CO-OP.
THE WHOLE DAMN GAME can be played with your friend right next to you. Running over pedestrians, breaking police officers necks... together. So damn fun.
Get it.

That about sums it up. It's awesomeness distilled in game form. But only get it for consoles, from what I've heard, including what people on this thread have said, it sucks on PC.Judgement101 said:

GTA4 + colour - misery + OTT insane stunts + Johnny Gat + Pierce = Awesome, AKA Saint's Row 2.
GTA4 had tons of collection sidequests (pigeons?!), a general theme of the perversion of the American Dream, and your cousin wanting to see "Big American tee-tees." SR2 has flashing and streaking diversions and side missions where you get to hose down classy homes and businesses with human waste.
