(People without a base of the sort of famous cinema Tarantino constantly references do tend to find it vastly overrated. It's a much more impressive movie when you understand what he's actually trying to do. It's pretty good regardless though.)

Watching a movie really isn't that big a commitment, you don't need a forum, just go watch it. Even if you don't like it Resevior Dogs is present in pop culture enough that it's worth watching to know what people are talking about.

If you enjoy any Tarantino or Tarantino-style movies you will love it, and even if you don't you will still like it. It is a (very) tiny bit overrated but it is an amazing movie.

anyway yes watch it, also while your there watch Pulp fiction (another tarantino film, very similar, however I like it better)

Im not saying youll love it or be wowed by it but its worth watching
