I'd say around less than 10,000
views would be small time, but I expect people to figure out their own idea of what constitutes as a small youtuber. I'm aware of the subscription scams people run, as well as the general flaws of having a system where people can subscribe and not bother watch the videos, so I recommend going by views instead of subs.
