You'll have to go with CitiesXL. It's a bit different, but I think I prefer it. Plus, it's recent.

Yep, I came in here to suggest that. Haven't played it myself, but I was still surprised I wasn't seeing any mentions. Then I got to the last post XDlacktheknack said:

Tropico is very small-scale, though, with a population in the hundreds, every person having all their info available, every building placed manually, and taking place on an island that takes five to ten minutes to walk across. But now that you've mentioned Caesar 2, that's gone and reminded me that Pharaoh exists. It's old, but it's my favorite city-builder.
