Skyrim Modding for Consoles

As a console gamer, it really irritates me that only the PC gamers get to use mods. I'm not willing to spend thousands customising a computer which may get viruses and die, or may be set on fire by my sister, which is more likely than it sounds.

So here is my idea, and bear with me:

Why can't Bethesda make a modding program to use on a computer which then packages the mod and transports it over Xbox Live or SEN (formerly PSN), and installs it like any other DLC?

Even if they sold it for $10-$20 I wouldn't mind and I would buy it anyway. Because its awesome and fun!

So can anyone explain to me how this couldn't work? I mean, if it is literally impossible then fair enough. But i've asked a few of my friends in computer programming at Uni and they don't see how it couldn't be done.

Please spare any abuse or stupidity. It would be nice for a change to have a genuinely constructive discussion of ideas. I'm not interested in a boring "PC gaming is better, NO console gaming is better" war. I am genuinely interested in whether this is possible or not.

It's not up to Bethesda. It's up to Sony/Microsoft, which isn't going to happen.
But why wouldn't they? If they make you pay for it, whether its a small fee per mod installed or buying the program, both of which I wouldn't mind, then they could make a lot of money from it.

Thing is, none of that money would go to Bethesda, or the modders themselves. When you agree to the EULA, it gives Bethesda the right to claim anything a modder makes as their own, since it was built using their tech.

You dont pay for mods on the PC.........

anyways Microsoft and/or Sony, but mostly Microsoft, would force Bethesda to charge money for console mods.

Mods and money don't go together in the same sentence my dear...

Wonderful! Let there be a celebration! CHEESE FOR EVERYONE!
Now that just needs to be combined with the Unlimited Blade Works mod. I can see it now...

I am the slice of my cheese.
Cheddar is my body, and brie is my blood.
Have created over a thousand wheys
Unknown to ricotta, nor known to feta
Have withstood fumes to create limburgers
Yet these cheeses will never top anything
So, as I pray... Unlimited CHEESE WORKS.
