Try unchecking the mods in the launcher. Load the game. Save the game and exit. Go back to launcher and check the mod, then load the game and see if the mods work.

If the mods don't work then you may have to find mods that are very similar to the mods that don't work for you?

You ever use http://skyrim.nexusmods.com/ ?

It's my favorite place to get mods.

For lockpicking, I recommend Lockpick Pro. http://skyrim.nexusmods.com/mods/219

With it in place you'll be able to open master locks at level 1 skill and never break a pick. Yeah it's cheating, but lockpicking is annoying.

Dont know about Lockpicking Measurement Vision, but you can just use the Console to give yourself unlimited shouts, so you dont really NEED that mod...
Console commands stop you acquiring achievements for that play session on Steam I believe, people use mods to bypass that and well mods are easier to use, not everyone can remember console commands or be bothered to.

Many things can make a mod stop working, game updates and no longer updated/support mods and eventually they stop working over time and other mods making them incompatible such as Skyrim Redone could make your lockpicking mod incompatible. The only way I know of testing this is the tedious effort of deactivating mods and activating them individually until you figure out the incompatibility but there may be a simpler way.

If you use Skyrim Nexus or Workshop you should check the description of the mods and check for incompatibilitys stated by the author.
