3. Perks will work like in FO3 and in conjunction with skills. So you will need a pre-requisite skill level and an earlier perk to unlock a later, more effective one. I read somewhere that archery for one will have its advanced skills unlocked thru perks, rather than the novice -> journeyman -> master approach.
4. Skills level similar to oblivion, by using them. They got rid of a couple of them though, like Athletics and Acrobatics. Enough skills increases raise character level and grant a perk.
