1: There will be fast travel in a similar way to Oblivion and Fallout 3. There's a rumour though that it may cost money to use, but it will definitely be in there.
2. See here [http://www.vg247.com/2011/01/08/bethesda-clarifies-skyrims-enemy-level-scaling-feature/]. Short answer, there will be level scaling, similar to the system in FO3, rather than Oblivion silliness.
3. Perks will work like in FO3 and in conjunction with skills. So you will need a pre-requisite skill level and an earlier perk to unlock a later, more effective one. I read somewhere that archery for one will have its advanced skills unlocked thru perks, rather than the novice -> journeyman -> master approach.
4. Skills level similar to oblivion, by using them. They got rid of a couple of them though, like Athletics and Acrobatics. Enough skills increases raise character level and grant a perk.

OT:

1) There will be both fast travel and a silt strider-esc system. I believe they both cost money.

2) Yes, but I believe enemies will have a level range in certain areas.

3) Yes, you can put your perks wherever you want.

4) I believe its going for the Oblivion system, however there are no longer Major/Minor skills.

I know these are hard questions, but if any help would be great!
1. Oblivion style, I belive

2. No, level scaling will be like in Fallout 3 (scales to your level the first time you enter the place and then stays that level)

3. Yes, you can spend your perks on whatever you want, assuming your skills are high enough.

4. More like Oblivion, though I belive they decided to ditch the "pick three attributes on levelup" system, but it was retarded anyway so good riddance.
