I found a study of chronic insomnia sufferers and testing various treatments. Cognitive-Behavioral Therapy seemed to be the best (especially when coupled with pills).

Here is what you do:

1. Only use your bedroom (wherever the room you sleep is) for sleeping and sex.
2. Wake up and get out of bed at the same time every day
3. Only go to bed when sleepy
4. If you can't fall asleep in 20 minutes, get up and go to a different room until sleepy again

Have you ever tried chamomile tea? It's an herbal tea with mild sedative properties. I only drink it occasionally, but it definitely helps me relax before I try to sleep.

This helps me as well, and sometimes I'll count backwards from 100 by twos.

I'me like you and usually can't get to sleep until hours after I get in bed. One thing that kind of helps me get to sleep are watching Mystery Science Theater episodes (dunno why), http://www.youtube.com/watch?v=zhP8mI3B28E this video relaxes me and makes me drowsy, but not always. Besides that, a good thunderstorm and not much else.
