Sneaking in Skyrim...Random Conversation Fail?

Has anybody noticed you can be walking along completely hidden while sneaking, only to be brought into a conversation with a random passer by (no i dont want your fucking beer reveler, my inventory is full), then end the conversation just as you were, completely hidden?

To me, if your completely hidden it shouldn't happen. what do you guys think?

i think that's the random quest system.
and if someone looks at you well enough when hidden they can see you.

yeah but it would give you the detected reticle, which is my point.
