It's a bit depressing, people submit easily to the fear of unknown threats. I don't know how far back the capitalization of this goes, but it pervades everything to even the most subtlest of ideas. Even the surveillance knowledge brings people fear, distracting enough to make many feel long term damaging loopholes are not worthy of priotisation.
