Snuff films and images are illegal here. As people have said before, individual pictures are very hard to authenticate. With computer and practical effects being what they are, it's very hard to discern fakes from the real deal.
Child pornography is opposed more simply because of its nature. Child pornography is often a product of exploitation and abuse. Even if some examples (like yours) aren't such products of abuse and exploitation, they still qualify as illegal under the same law.
The exception would be your example of a teen sending another teen a dirty picture. If they're both under 18, its legal. However, saving the picture then qualifies it as illegal, especially if taken off of the teenage recipient's phone or if sent to someone over 18.
