Thankfully, in real competitions, they check your pokémon for this, so DW abilities that are unreleased are illegal and a cause for a DQ. Shame they don't check for perfect IVs across the board on shinies like they should.

I've seen plenty of teams go in as 31/31/31/31/31/31 (or some variation depending on trick room). It wouldn't really be that hard to do, especially because of the ace trainer in gear station now. If he says that everything "Can't be better in that regard," then you know you have a bit of a problem with the player.
RNG does not allow for a perfect 31 pokémon. It can't. Three IVs are passed along from parents. HP and Defense have a ridiculously low chance to be passed in this. Even with power items, you still have the 1/25 chance to get the nature, plus the odds of shiny (depending on matsuda method), and even then you have to add in the chance that the other four IVs will RNG perfect? Yeah, the chances of that are slim to none.
