Actually what i'm making fun happens in almost all animes. It has to do with how the Japaness learn and teach. They learn through repetition of facts, while we tend to learn through practial application of information. (disclaimer: I know you're making fun of DBZ-style tendencies to drag the plot out. Most anime series are actually between 13 and 26 episodes, it's just the long shonen series that get famous)

That doesn't sound like repetition so much as tendencies for dramatic flair; a live-action crime show would show the shooting being quick, hence just pulling it out and using it. The mentioning of the shooting, on the other hand, works with the kind of villains you see in shonen series; they'd emphasize the evil action by mentioning their plan or whatever, and then doing it. It's the difference between a thug and a comicbook supervillain, one just does it and the other puts in a performance.We (America/Europe) prefer to show the audience rather then tell them. Ex: the character has a gun and we show this by having him pull it out and use it. In Japan they prefer to tell us then show us then tell us again. Ex: the character has a gun. the japaness will have him say somthing like "i'm going to shoot you with my revolver" then he pulls out the gun and then the other guy is like "oh, no a revolver!" and then the villian shoots him.
Since you said earlier that it's in most anime, I'm wondering what series you've seen. All I can say about translation is that newer dubs actually have more Japanese cultural tendencies in them than older ones (note that most cases of anime censorship in the west are from at least a few years ago).Thanks to better translation it has gotten better but its more than just a translation issue, you'd have to drastically change the story and pacing of the anime itself to fix it.

Besides, if I find I'm not strong enough to beat a certain enemy... all I have to do is curse their name, strain my voice and scream for an hour or so and I should have powered up significantly enought to beat them. If not... then I just get someone to bring me close to death, only to come back stronger when I'm healed :3
