That would make the most sense. Kind of like the Orange Box when it first came out. Most people who bought it at release already had HL2 and HL2: Ep 1 (myself included). I don't actually know, but the DLCs for ME1 wasn't really that big of a deal. Bring Down The Sky is okay, I guess, but it's not better than any other side mission in the game.
