Logic keeps us from Madness which is weird that I'm using logic because I'm about as madness filled as can be. Luckily I don't go insane on this forum.

The level cap is raised and... well can't say why... but you should just get it. It'll really help you get value out of your game.

That is what I did, and it makes the game so much more interesting. Thousands of mods to choose from.
But if you do choose to mod it, I'd suggest getting the Fallout Mod Manager (FOMM). Makes installing mods so much easier.
I will definitely once I finish the main campaign.
Don't mod it once you finish the campaign, make two games, one for campaign/others, and other for mods. Then get the Broken Steel DLC.

Give yourself 9 intelligence in 101, then immediately go to Rivet City in the bottom right corner of the map and pick up the bobble head in the science lab. This gives you the maximum 10 intelligence early in the game, and means you will get more points to increase your stats with every time you level up. Helps a great deal.

Tag small guns, repair and lockpick at the start, makes it easier to repair your own guns and nick stuff :)

And explore, always explore. Leave Megaton, choose a random direction and wander in it.

Also, try to find a decent map to the subway system or prepare to spend a fair bit of time lost.

OT: Just play it as you would if it were real life. At least for the first time through. Make decisions that you would make in real life. It makes it feel a little more personal as you inject your own morals and stuff into your character.

Do the main quest first because about the time you're done with all the sidequests you will have been bored by the game.

Atleast it was like that for me :]

Stealth (the Sneak skill) is your best friend. Make sure you're not spotted, and get the first blow, and you can defeat just about any single enemy, regardless of your level (note: the 9mm pistol is pretty weak, look out for hunting rifles, they're common and very decent weapons).

Sounds more fun to me.
I just realized that mileage may vary in what I said, so here's a disclaimer:

Child at Heart makes all the kids go from aggressively hostile to you to a more neutral state. This means you can explore the area, get cool factoids from the kids, learn about their surprisingly awesome culture, and the kids are MUCH more tolerable. Plus, you get access to a special shortcut in one of the story missions, can strike "item A for item B" trades with some kids, and you can also use the local store (I'm fairly sure that you can't unless you're a Child at Heart).

You might still hate the kids if that's your predisposition, but you certainly won't go insane.

For your first time through, make decisions that you would in real life. It makes it feel a lot more personal as you are injecting your own morals into your character.

When hacking, if you find a set of brackets on the same line facing each other (i.e. (), [#%@] or ), select the whole thing and it will remove a dud password or replenish your allowance of guesses. Somehow I made it through 2 tutorials without learning that, then I looked at the manual one day and discovered it, but that trick helps immensely with higher level hacking.
