The numbered titles are awesome. Tactics is decent. Steel is an abomination.

maybe it was just because I was playing through it all the way with my best friend, but we loved brotherhood of steel.

Luck is not really an imporatant stat and make sure you have lots of agility and intelligence.

Also the Fallout wiki (AKA the Vault) is the best place for all your information needs in the fallout universe from 1 to 3 (including the spin offs).

Luck enhance critical chance and crippeing attacks as well as increases the chance of special encounters and lowers the chance of really bad ones. Bobs used car lot has a rather nasty BB gun in it its on par with the hunting rifle.

It is if you're going for a sniper character.

More criticals perk + high luck + finesse + eye shots = tonnes of criticals
