So I'm trying to play F.E.A.R. on a newer system...

This is going to be the least helpful post of all: Just don't. F.E.A.R. was barely better than Doom 3. Go with number 2. Stay away from number 3, and enjoy.
Well, at least you know that it wasn't helpful. The first FEAR is my favorite of all three, followed by the 2nd, and then the third, however I enjoy all three (and their expansions). Plus, I've paid for the entire series (again so I can play on PC after I sold my PS3 copies), and I'm not going to just not play something I paid for.

Oh but I do that all the time! Ever heard of a Steam sale XD!
Anyhow, honestly my opinion of F.E.A.R. 1 is based off the first three or four missions. I like it, but it feels a bit.... I don't know, hollow. Does it change at all throughout the game?

And it's not going well. I know it's an older game, and that incompatibilities are inevitable, but there has to be some way around it.

Okay, my problem is, I'm getting around 32 FPS constantly, with vsync turned off both in game, and in the Nvidia control panel. I have the game maxed out, but that shouldn't even be a problem since I have:

A GTX 670
An AMD 8350
8GB of RAM
Windows 8 Pro 64-bit

I've tried looking this up myself, and the only issue I've seen is people with Logitech mice and keyboard. I do not have a Logitech mouse and KB. I have some sort of keyboard from a company called DBTech, and a mouse by Utech Smart. I read that it's possible to fix it anyway with the same solution, which is to disable all HID-compliant devices in the Device Manager, but what exactly is that doing? Is it disabling some of my devices? Will I need to turn it back on after I'm done? What is that?

I was going to post in the Steam forum for FEAR, but the Community section is apparently down, or at least I can't access it for some reason. Can someone please help?
What Nvidia driver are you using? Nvidia's drivers recently have been awful, so if you have one of the newer ones it could be that.

Ugh, I'm an idiot...that's the one thing I didn't even think to try, and I should have. I'm pretty sure I have 331.58, which I believe is the one just before the latest drivers. Is there any drivers you recommend I get?

Other than an increase in difficulty with a couple new enemy types, no not really. Chances are if you weren't impressed with the first few missions then the game won't change your mind later on. Part of the appeal is realizing just how advanced the enemy AI was for the time (and even now compared to many games), they seemed so...aware.

What's cool is to forget the bullet time button exists (like I kept doing honestly, not as a challenge) for most of the game. Most of the big firefights turn into more of a first person puzzler than a first person shooter when you do that, there's pretty much always a way to get through but you have to really think about how to outsmart the AI. I don't think you can really get away with that on the console versions, the controls of which are probably why they included the bullet time in the first place, but on PC with a mouse and keyboard it's awesome.

I may be misunderstanding your original post, but do you have your nvidia control panel set to alter game performance? I've never used nvidia's stuff. However, with ATI, you can set their control program to override in game settings with prettier things like better AA and AF. Changing around with anything except "use ingame settings" would absolutely demolish FPS. Make sure you have your nvidia stuff to "use application settings" or however they've phrased it.

Also, you could try running the game in windows XP compatibility mode, if you haven't tired that already.

I did at first, but I already reverted everything to let the game itself do everything to avoid any issues. Still no difference. I've just about given up with this issue to be honest. I mean, it's not unplayable the way it is, but at 40FPS the game stutters. It also seems to just be this area of the game so far. I'll probably just champ it up and play through the way it is, because I've tried just about everything except sacrifice by satanic fire, which I'll probably end up trying tomorrow.

The 314.22 still seems to be the most stable to my knowledge. Honestly, I haven't tried some of their later ones because I've been keeping a close eye on the feedback on the Nvidia forums and every time it just seems to be the same problems. There was one of their early 320.xx drivers that was so bad it caused my PC to bluescreen every time I started up a game, no matter how old the game, whether it was Doom or BioShock Infinite my PC bluescreened. Ever since that one I've been reluctant to test new drivers.

Oh, wow! You're right! I'm trying to play one of my favorite first person shooters! That's certainly the problem! I'm glad you cleared this up.

Saw your edit, and that sounds roughly as stable as I got it on my intel/ATI system with slightly inferior specs (i5 3570k, HD7950) - so I agree it probably isn't worth tinkering too much more. The optimisation in that game is horrible by modern standards, so don't be surprised if you do get some random FPS drops.
One thing that I found with FEAR is that you can disable the in-game anti-aliasing and force it in CCC (in your case nVidia control panel). You might get FPS hit in slo-mo (especially when using the red laser carbine), but if anything you get better general performance and it looks a lot smoother.

I have also been playing Fear latelly and awkwardly enough the there were some parts where it seemed to stutter, I dont know if the engine is that optimised or something but it never really felt like it was running smoothly. I guess its one of those games where it just doesnt run that well do to compatibility issues.

I've played FEAR on a system with a GTX 480 barely even two years ago, and it played at a smooth 60FPS with vsync, and I believe up into 140FPS with vsync off. This was also with a quad core AMD running at 3.4Ghz, and the exact same RAM I'm using now. I have no idea why the game either doesn't like a. The GTX 670 b. The AMD 8350 or c. Windows 8 64-bit

Regardless though, I've still played the game, even with the unexplainable performance issues, and have thoroughly enjoyed the game as I always do.
