Except the problem with that analogy is that flooding is relatively regular on the mississippi and rivers are supposed to flood. It is how we get alluvial farmland and the Delta that those people built houses on. It's because Japan was hit with a MASSIVE earthquake, a MASSIVE tsunami and it nearly caused a meltdown of several nuclear plants.
