I am not to big fan of this "Tell her how you feel" thing.
Because I think all of this depends on how well you know the person.
Besides, she might not like you now, but might do in the future, if you play things right...

What are your interests? Ask her if she wants to join you in [insert your interest here]. She's interested and wants to get to know you more. Nothing is a sure thing; a fire can still be doused by water or passing firefighters.
Or, ask if you can share in one of her interests. I might steer clear of anything where she practices or performs in front of people. She might get nervous or fluttery just knowing you're watching, or she might grow more confident in her movements. It depends on her, really.
So, point being, get to know her better. Show an interest in her interests.
