Just came across this interesting quote from Newsweek:

Pretty much. What's comfortable and predictable for one people (the Japanese) is strange and uncertain to others (everyone else). I can barely remember the days when the JRPGs were only trickling over from Japan. It wasn't until the PS1/Saturn/N64 era that JRPG makers finally realized there was a sizable market in America, hence the flood we see now. Of course, it's only starting to feel stale now. It's probably felt stale in Japan much longer.

The point is that this is why we have cumbersome menu juggling in most JRPGs. It's not just part of JRPGs themselves, but everyday Japanese lives!
