I would suggest Arcanum: Of Steamworks and Magick Obscura. It's a bit like the Infinity Engine games but in a steampunk with magic setting. Quite a lot of character developement options, quests usually have a variety of options to solve them and a pretty interesting world where magic exists but that is currently undergoing industrialization.

You could also give Wasteland 2 a try, although opinions on that one seem to be pretty much divided into "complete garbage" and "loving it". It certainly has it's problems but I liked my time with it. Comparable to Fallout albeit with a simpler combat system. The character system is a bit..weird with a complete divide between attributes and skills that don't interact at all but has a lot of both. The world and characters are the meat of the game though, quite a lot of diverse and interesting locations, quite a few options to solve quests and I generally enjoyed the writing of most of them. It has been quite buggy but a lot of it has been patched since release.

I'm just going to recommend it before somebody else does, Vampire: The Masquerade - Bloodlines. It's really damn good. If you like Deus Ex it plays a lot like that but it's about Vampires. If you don't like Deus Ex play it anyway. That said it's all but unplayable without a fan made patch. Also I wouldn't recommend playing a Malkavian on your first playthrough, it would be like playing a stupid character on your first Fallout playthrough. Or so I've heard, I've only done one playthrough so far and it was last year but I'll certainly play it again in the future probably as a Malkavian.

You haven't mentioned it but you probably played Deus Ex. If you haven't, play Deus Ex and Human Revolution.

Hey, why don't you give Wasteland 2 a go? It was recommended to me for being rather reminiscent of Fallout: Tactics.

EDIT: I bet it'll be on sale soon! Ooh yes it will, I am relatively certain!

How many times did you play through the Witcher 2? I found it got better with more playthroughs, so it might be worth another go.

From a 360 POV.....

Divinity 2 is rough arounnd the edges, but has a real quality core (buy the enhanced versions with Eco Draconis, and play as a warrior-mage for best combat).

Risen 2 has bad, but bareable, combat but is a quality RPG experience with some great dialogue.

The Last Remnant is an awesome FF style RPG. Again a bit rough here and there, but has the core elements sorted.

Dragons Dogma's a fun action-RPG, but thin on RPG elements.

Fallout 3 is a brilliant, atmospheric open world RPG. Fallout NV is like a more light-hearted version.

And if you have a PS2 FFX & Summoner 2 are great games. Summoner 2 is a bit dated now, but I still love it and think the world/atmosphere & story are superb. As is the ending.
