Tell him you'd really like your game back. If he says he can't pay for it, give him some leeway. If he has already eaten up his leeway, instead of threatening or setting ultimatums, tell him to make his own deadline -- "seriously, man, I want my game back, we need to sit down and you tell me when you're going to repay this."
If he just got laid off and otherwise is doing badly, cut him more slack, it's sixty bucks if you buy new, less if you buy used. If he's just being an ass, I suggest you realize he's not going to come through anyway and just drop him as a friend. You don't need ungrateful freeloaders and/or people who don't give a crap about you in your life, and there's nothing you could (or should) do to force him to pay up.
It's like when a guy mugs you. It's small change compared to your life, right, no matter what he takes. Well, this guy took your game, but that's small change compared to your reputation. Be the better person here. Let him off the hook, but cut him out so he never does it again. He's clearly not worth your time, but don't make a stink.
