From what I understand Cave Johnson started Aperture as a shower curtain company. He sold most of the curtains to the Armed forces except the Navy. The Portal device was suppose to be the next step in shower curtain tech. This may explain why it only works of flat tile like surfaces. As for all the testing, not sure. Maybe they like being very through in what situations may arise in the bathroom.
