if your going with a drunken duelist, Cass is a must have, allows you to be drunk with no adverse side affects, so it MAY actually may make you better. Or if your on PC mod her perk onto you at all times.

Practically, Travel Light and Toughness are useful perks if you don't intend to switch into armor and stick to your light mechanic's clothes. If you're a VATS sort of guy, Gunslinger or Sniper aren't bad choices (the latter only useful for headshots, though). Cowboy is handy if you intend to stick to revolvers, but mind the 45 Melee requirement. Finally, if you intend to drink a lot, Chem Resistant and Chemist never hurt.

For hilarity, though, find a Raider arclight helmet and wear it with some suitably greasy overalls (such as the Handyman Jumpsuit), so as to pass for a heavy-duty mechanic. Imagine your Courier somehow getting roaring drunk under a welding mask and talking to everyone through it.

My current humor build revolves around an Asian Courier piling as many points and perks into unarmed/melee and durability as possible, alongside some decent heavy leather armor and specifically the Bloody Mess and Implant GRX perks. I punch people at hyper speed until they explode.

Any Character I put Charisma to 1 and for gunners I put agility to 8(with the small body which adds 1) and luck to 9 because they are the best. Also you should either get kamikazee or skilled depending on whether you want a skill boost or more action points. Those are my tips(note this is not power gaming I just love having high luck and agility).

Edit: Oh and I forgot, I always get repair to 70 by level 6 so I can get the ammo making perk. It is really usefull.

You should play a naked drug-abusing pugalist, and choose [attack] whenever offered.

Just want to say that Combat Armor Mk 2 with the rebreather is the awesomest combination ever.

Okay, so this is what I've come up with so far....

Strength: 3 (Just dropped it since I don't plan on using heavy weapons)
Perception: 5 (Base perception so I'm not totally blind, and I'll bring it up with the implant later)
Endurance: 8 (Take a ton of punishment and let me get the implants. With a six shooter I'll be in some longer fights)
Charisma: 1 (I want to be a total misanthrope. Not a happy drunk, but a weirdo)
Intelligence: 9 (But I'm also a genius mechanic. Being drunk drops this to 8 but it's still good)
Agility: 6 (Above average, mostly for AP)
Luck: 8 (The drunken lush did what to the Blackjack table?)

Tag skills are Repair, Guns, and Science

Starting Perks are Small Frame and Wild Wasteland. My high endurance will make up for me crippled limbs and the agility bonus is nice. Plus Wild Wasteland seems perfect for someone off their rocker on Absinthe. Small frame also makes sense from a character standpoint, as a mechanic will get their hands busted quite a bit.

Companions will be Cass and Ed-E for the drunk and for the repair.

At some point you'll have access to the jury rigging perk. It is amazing. Also unless I'm mistaken there should be a pair of coveralls in vault 3 for maintenance crews.

I say...roll for it.
But geez, man. Everyone goes with a high Intelligence for metagaming. You don't need all those skill points, not by a long shot. One of my most fun runs through New Vegas was as a 2 INT idiot who wielded explosives. My 10 INT run was as a guy who didn't have any combat skills (at least not until late-ish in the game).

Typically, though, I tend to go hard after a survivor mentality. So I'll pick skill that make my character self-sufficient (repair, survival, etc).

but i like the idea of a genius drunken mechanic

if i do your explosives idea i'll be sure to name my guy crazy harry and make him look like a muppet
