OK, this is really getting on my nerves...

So I bought a few games on Steam during the sale. A few downloaded with no issues but some others refuse to download saying "Update Suspended" And it's the same games. Games I even bought before and after these few games download. But not these. Even Mercenary kings which I bought after the sale was over downloaded. I've turned off and on my router and disabled my firewall. Yet no dice.

Try restarting Steam a few times, maybe restart your computer as well. If this doesn't work try right clicking on each game, clicking properties, local files, verify integrity of game cache. If that doesn't seem to solve the problem then you are probably better off posting this on the Steam forums/getting in contact with Steam support.

try unistalling steam then re-instaling steam, this should trigger it to update to the newest version as older versions can some times have that problem. atleast thats what works for me when i have had similar problems.
also re-enable your firewall, just give steam full permissions on it

I've seen this issue before and what's fixed it for me is to right click on the game in the library, then click "Pause Updating", wait for it to say "Updated Paused", then right click on it again and click "Resume Updating".

Nine times out of ten, this (and maybe a restart of the client) will fix downloading issues on Steam.

Close Steam, find your Steam folder, and delete the *ClientRegistry.blob* file. This won't hurt anything on your system -- all it does is delete certain temp settings and cause Steam to re-download a few client files.

That might do the trick for you.

This has also happened to me on occasion, and I just do exactly as Agayek described, pause the download, wait for it to say that you paused it, then just resume the download. Sometimes this happens to me when my connection drops out.

As many problems as I know I've run into with Steam, I have yet to find one that I haven't been able to fix, either alone or with the help of the Steam forums.
I've actually searched, there are topics but no answers.

There are two reasons why this happens to me.

1) Other updates are going, and it refuses to continue with the suspended ones until your queue is finished.

2) The game is installed with the old data system from last year. Just try to play the game, and it will scan and change the data structure so that it can do its byte-patching that was implemented.
