Probably the player when they play any RTS, because technically they are invincible and they have a army at their command
Or to be more specific and say a character I would probably say any enemy from S.T.A.L.K.E.R on Hard cause you can empty whole clip on them and they still are alive.

Seriously though, I just downloaded this indie game called Iji, and I think the protagonist in that game must be pretty damn powerful by endgame. If you want to know what I mean, I recommend trying the game yourself, or just watching the trailer or something if you so please.

story-wise; luther from star ocean 3. he is the creator of the star ocean universe and successfully destroys it when the heros piss him off when he was originaly only going to destroy the milky way galaxy.

Godzilla's track record consists of destroying, defeating, and annihilating everything in his path. Very few times has he ever been defeated, and it seems that even destroying him doesn't always take, because last I heard he was still a menace at large. He relentlessly pursues anything that irks him even slightly, which can range from a stationary power center to a full blown attack with monsters, robots, and military power.
Protection comes in a thick hide that is especially-developed along his back, as well as a high capacity radiation/energy level. It's been noted that nukes should be avoided for fear of making Godzilla WORSE, and even some energy attacks are bad since the guy's actually drawn power from lightning bolts. Anything at the standard military level barely phases him, and it's a confirmed fact that he is a high-octane regenerator.
When you consider that he causes severe destruction and mayhem when he's the GOOD GUY, Godzilla becomes a natural choice here.

Haaaah taking away that every character you play is pretty damn powerful I would either have to say Master Chief or Noble Six. Even on Legendary you can kill everything on your own--everything from airships, to space ships, to tanks, everything.
Then there is also Dante--he over kills on everything too. He caries Rebellion--a huge sword,Ebony and Ivory, then in 4 he carried Pandora's box, also he has his demon form which just pwns everything.

Nero from Devil May Cry 4. If my pattern recognition is correct his power is directly relative to the size and strength of his opponent.
I think that would be Slayer from Guilty Gear series. When you fight him, you can feel that he is jut toying with you, hell, his most damaging super is him simply punching you while dealing damage that is equal to that of the supers, which are made of comboes, fireballs, etc.
And when you finally empty his lifebar, he simply lays down and his look says: "Thank you for most enjoyable training session, kind sir. Now, if You excuse me, I must leave to spread classiness".
