Isn't it since people may have more than one IP address and renew new ones on consoles a lot?
[sub]While they may represent 60k, the server can detect similarities in them. They really only implement it though when they know for sure it's a ban jumper. Since the alternate accounts would have some similarities to the banned user or users in question it will check based on that. Another thing is that the proxy you use may be weak, and in that case more traces of your old IP address number are present in your new one. A weak proxy can be easily detected at times, but the stronger the proxy, the harder things can be to detect them. I learned all this from my friends in the IT department at school.[/sub]

[sub]Well I can think that there are many for that as well because you could take the Xbox population into account since Microsoft has it you must have a Hotmail account to make an Xbox Live account.
As for that do you renew your IP address from time to time? That will sometimes give you similar but not the same IP address as sometimes an IP address will start to fail and a new one is required to continue internet operations.[/sub]

[sub]Yeah that will change it too. Disconnecting the router can damage the IP address and break it causing you to have to renew it, or the computer will assign a new one. My old router would do that since it would break every once and a while and I would have to unplug it. That would explain why you may get a new IP. Do you turn off your router manually or by just unplugging it? Unplugging it is what causes it to change I believe. It varies I think. I'm not a complete expert on it but I've been having to fix my old connections this way for a while when I had my old router.[/sub]

[sub]You can have many different IP addresses at some point, otherwise I might not havemy account anymore since my old connection caused me to have to get new IPs before because they would break like crazy. The main thing is that when the person is known to be a ban jumper, the IP may show traces of activity and as such since the IPs are so similar and have the same activities the servers will detect it and ban them because it was set up that way.[/sub]
