On a single server yes, but that server is split into all the different zones and instances. This on the other hand will be all one persistent battlefield. Imagine the entire server full of people in an MMO in one place, it tends to crash the servers. (WAR was able to do this at launch, but if all players gathered in one area for big fights the server lagged and died, so they put a cap and when it was reached, it spawned a second instance.
