Okay, after a few lobbies and pubbing, I'm going to state my thoughts on the changes.
Scout - Largely unchanged.
Soldier - Air Strike is almost a direct upgrade to stock. Less rocketjump self damage, negligible damage downside, increased rockets per kill, and of course the barrage when rocketjumping - it's fairly OP, but UGC banned it almost immediately and most Soldiers I've seen are still running stock - I don't know why you'd ever consider running stock when the Air Strike is blatantly better. I'd say it's better than the Beggar's, because 8 rockets at fast firing speed with perfect accuracy beats three rockets with less accuracy and slightly more damage. Liberty Launcher hasn't seen much more use, still sort of a cheesey crutch. Black Box is nerfed but not unusable, and I like how they nerfed it. Escape Plan/Equalizer buff is still unnecessary but ultimately changed little. Also explosive jumping is fucked up.
Pyro - the Pyro on my team loves the Scorch Shot, but I don't see why. It does more damage, it has nice mobility, but it still has nothing on the damage of the Flare Gun. Detonator is moderately weaker, and I think it's completely outdone by the Scorch Shot in every way but mobility.
Demoman - Stickies have no damage falloff and it's terrible. Every lobby I've been in has had Demomen with stupidly high damage stats. Kind of funny, honestly. Loch is not 100% shit since it still has a nigh undodgeable projectile, and I'm okay with nobody using it. People say Caber is trash because it can't oneshot most classes now, but I think it's better because you take like 60 self damage, compared to 100 self damage + fall damage, ironically making it way easier to survive. You can't really go wrong with a Pain Train, Skullcutter, or Stock. Booties are okay but remain either a Demoknight accessory or a Stickyspammer's gimmick.
The Tide Turner has taken top-tier "fucking bullshit" because any melee kill will give you charge back. Before if you fucked up your charge you were pretty stranded, charge stopped at the tiniest hit of damage - this encouraged more sneaky, guaranteed charge kills, and punished you for running through the battle trying to tank through multiple people, and really emphasized that the Tide Turner was a weapon for getting surprise kills and mobility, not for survival or tanking. But now if you mess up a charge, it's okay! Just lop off someone's head and you can run away at the speed of sound, because even if you're getting shot at the charge decrease on damage is so much more forgiving than before. This is infuriating on the Claidheamh Mor, because you gain 100% charge back on kill, the increased charge duration on the Mor means Demo has MILES to run to get out of a hairy situation, and of course MILES to run to prep up for an instant -195 decapitation with stupidlong range, that immediately chains into another MILES LONG RUN. And if you somehow survive the Mor, be it that the Demo whiffs the charge or you somehow hit the single-fastest running thing in the game with enough damage to stop it, if he gets a single kill with an unboosted Claidheamh Mor he can literally be halfway across the map before the killfeed fades. Revert the buff on the Tide Turner, or better yet, entirely remove the +75% charge on kill attribute period. It's so terribly unfun to go against.
Heavy - Oh, the changes. Tomislav is an absolute monster now at all ranges. Natascha + Brass Beast damage resistance is most noticeable in that they can tank a fully charged headshot while overhealed, but still aren't fantastic. Family Business's damage output is scary and so much fun. Eviction Notice + Warrior's Spirit are still overshined by the KGB, GRU, Fists of Steel, and Holiday Punch.
Engineer - mini construction speed, nerfed building health, and ability to repair them is unnoticeable. The fast construction speed makes Engie deadlier and faster than ever, a Jag pounding on a reconstructed Level 1 deploys as fast as a mini. You're going to see a lot more aggressive Engies, a lot more aggressive sentry spots, and it will work out for them. Spamcannon Pomson and Short Circuit are thankfully garbage. Wrangler nerf isn't too noticeable unless you're the Engineer.
Medic - nothing really, not even Crossbow shots doing no damage against buildings. Vaccinator went from anti-Sniper, fun, quick Uber gun to probably one of the most unusably terrible things in the game. Literally no reason to equip it.
Sniper - Bazaar is better for pubs but I still think stock will dominate. Cozy Camper is actually somewhat usable and not a ticket to a quick death. Bushwacka is still OP. Sleeper is still a cheese weapon. WHY DIDN'T THEY REMOVE THE DARWIN'S DANGER SHIELD?
Spy - Dead Ringer is worse at tanking damage, and that's fine. Speed boosts are fun and not entirely unfair. Big Earner still makes you too fragile. Spycicle isn't as good as I thought it would be. Enforcer is still UGH tier.
