Blizzard tends to produce quality games, but as a developer they've made some very poor decisions ABOUT their games ("Localized" versions of StarCraft II, anyone?), so I'm going to have to throw my hat in for Valve instead. Their games might take long to get out there, but when they do, they're as close to perfect as any release has been.

Valve. They have yet to disappoint me with their games. Yes, they take forever to release anything, but I'm willing to put up with it for the quality.

Rockstar would've been included, but I really didn't enjoy GTA IV at all, especially compared to Saints Row 2

Valve and Blizzard. I'm generally always impressed with Blizzard's releases, and Valve, who could ever say a bad thing about them, haha.

I'm really surprised no one has said Telltale yet. Their best are just beyond awesome, but even their not so great (wallace and grommit, or strong bad) still are worth playing. Hell, even their "let's make money!" thing, Poker Night, was pretty funny.

Valve. I have yet to play a game by them that I didn't enjoy, and three of my top five favourite games are all Valve games. Also, as a customer, they've just treated me exceptionally well, like including Steam with Portal 2 on the PS3. I wouldn't have been able to play the co-op otherwise, because the only other person I know who has Portal 2 has it on a Mac. Really, the only complaint I have about Valve is their release schedule, which I don't think is as big of a deal as people make it out to be.

Rockstar's up there, but I'll go with Bethesda. Even Call of Cthulhu: Dark Corners of the Earth- arguably their worst game- is amazing.
