I remember a 50 Cent game that consisted of precisely this: Break into a laundromat. Make your way to the back of the laundromat, to turn on the power. So you can leave the laundromat.

Although this may have been on the original xbox, I can't remember.

The Orange Box. Now, I'm sure it isn't the worst, but out of what I've played, it definitely is. (It's probably average if I could play every 360 game.) Half Life just bored me. I liked the first one, but I couldn't find the sequels entertaining, unless I ran around killing things with the gravity gun.
Portal was too easy for me, and, while the story aspects of it are quite interesting, it wouldn't have been enough for me to buy separately from the game, if I had the opportunity. It wasn't fun enough for me to truly say "That was good". It was more of a meh.
Finally, Team Fortress 2. Now, while I've played some PC versions of it, and it is pretty fun, the Xbox 360 version is terrible. There is no updates from Valve, and overall, it just isn't fun for the 360.

Although, as for games that suck because of mechanical issues, probably Alone in the Dark.

I finished Alone in the Dark. And although I remember hating it intensely for many things, at least it tried; and, now, long after the fact, I recall fondly that it was innovative and for the most part entertaining. At least it tried and was playable.

Clive Barker's Jericho looked interesting, but felt awful and the QTE's made me quit only a couple leveles in.

Vampire Rain - worst 360 game of all time IMO. It looks like it was an early PS2 or XBox game. It plays like a PS1 game, where you walk slower than a bloody snail. The guns were next to useless. The enemies were silly, they'd spot you squawk like a lunatic duck and then sprint at you and eat your face. I got a full refund from Gamestop and I still feel like I'm deserving of some monetary compensation for having even seen this 'game'.

I ALMOST agree with that. The Half Life games sucked, but P0RTAL was worth it

The biggest waste of money for me was $60 for AVP, but it's probably something on the indie marketplace...

Pimp my Ride. At one point my friend's younger brother decided to rent it for whatever reason, and I tried it. It's the worst game I've ever played, period.

Seriously though, I don't have any truly bad games on my 360. I guess Madden 06... cause that's probably the most average.

In my own personal opinion, it's 99 Knights.

However in the "games I've heard of" category, my vote would for GI Joe: Rise of Cobra.

haha yea, once you figure out the knife is stronger than anything it gets kind of boring (story wasn't that great either).
