Subject Mudkip, in technicality yes. I've wondered that myself. If you rush through and level up your Pokemon so that it evolves quickly wouldn't it not be mentally ready for such a jump? How does it react to the physical changes of its body and how does it try to understand so quick? Think about that. It's worse for those who evolve with a stone.
Subject Vee, had to take notes on Act 1 not too long ago. They're due tomorrow.

Subject Max, I think that's what Professor Rowan studies, and he thinks that evolution is some sort of maturing, so he wonders about the implications for legendaries and non-evolvers. I think that's why it often takes them so long in the anime to evolve, and why some (i.e. Meowth, and Pikachu, going back to the stone) refuse to evolve. Though Meowth does hate his evolved form.

Subject Mudkip, well for that I don't know. But that would be odd since you can evolve a Pokemon that requires a stone right out of the egg. In that case they might not even know how to attack.

Subject Max, I always prefer training them for a bit, so that they can learn a few moves, like with my beloved Skitty.
