And the only 2 starters that can learn Ice beam are swampert and Empoleon. Torterra uses Earthquake and Sceptile uses Leaf blade. Boom.

Subject Fury, but Torterra is the slowest starter, so he's out, and as for Sceptile, he'd hit Empoleon and then Empoleon would hit with Ice Beam. Boom.
