Subject Rain, they are much worse in New Vegas. They are 5 times stronger and there are variants like the Mother, Alpha Male, and the strongest creature in New Vegas the Legendary Deathclaw. The Legendary one can kill a level 30 Character in power armour in 1 hit.

Also I killed the Legendary Deathclaw 2 seconds before he was going to hit me in my broken Recon Armour. Took his head off with my Sniper Rifle and Armour Piercing rounds. I'm only level 20 too and I grabbed the special Grenade Minigun Mercy and some power armour. I then explored more and told myself there had better not be a Mother Deathclaw here and sure enough right as I said that I found her and took her down before she saw me. A level 20 just single handedly took out every Deathclaw in Dead Wind Caverns! XD
Subject Rain, New Vegas is so much better than Fallout 3. It has references to the old Fallouts, at least 5 times as many side quests, and many little extras that make the game fun. Like the damn Legendary creatures. I've now killed the Legendary Deathclaw, Legendary Cazendar, Legendary Nightstalker, and an Ant Queen.
