When "the Germans" apologize for genocide then it's done by the official representative of the Federal Republic of Germany: The Federal President. And if he's not available, then at least by the head of the German government and the most influential person in the state: The Federal Chancellor. Like President Gauck who visited Yad Vashem just this year. Or the iconic picture of Chancellor Willy Brandt falling on his knees in Warsaw and asking the Polish for forgiveness.
