You don't make the time. It was just chosen to be standarized from the middle of Nowhere, England by a council of representatives from numerous countries so as not to give import to any of the world's major cities of the time, like London, Paris, or Washington, D.C. Really, the Prime Meridian could have gone anywhere due to the lack of specific geological information that defines the meridians.
