Okay, so often I am either praising or condemning the Mass Effect series for it's shortcomings and strengths (Zhukov can attest). However, I just cannot find it in myself to hate Citadel. This is, in my mind, probably the best thing that the franchise has ever delivered, and probably one of the best DLCs that I have ever played.

Mass Effect has always been at its best when playing around with character dynamics and fun takes on fictional archetypes. In simple terms, it is the characters that make the series stand out. And Citadel puts them front and center. The whole ordeal just doesn't take itself seriously, and lets the voice actors cut loose by portraying their characters in situations outside their normal military or combat focused setting. It's not quite a farce, but Bioware is actively acknowledging and embracing the sillier aspects of the franchise. It is really a love letter to the fans.

And it is also downright hilarious. I have to give major props to Mark Meer, his voice acting has never been better than this DLC. It's a long way from the stilted dialogue of ME1, that's for sure. Some of the lines just seem written for Hale, but Meer manages to knock this DLC out of the park. He was always funny as a Renegade Shepard, and now with more intentional comedy to work with, we get gems like this:

But that's just me. I'd like to see what your favorite moments of the DLC are. Such as the Volus pizzaman. Yes, that got a laugh out of me. What are your favorites?

"I should go" made be die laughing. I totally missed Shep's expression afterwards, I was laughing so hard. I liked all of Wrex's combat taunts- Uncle Urdnot has a present for you!- as well as all the N7 operatives bitching about the multiplayer. The party's got some great stuff, Miranda and Jack fighting, James and Ashley hooking up, EDI and Traynor having the world's most awkward conversation, Zaeed/Samara, Wrex and Javik setting up a shooting gallery...

Yeah, it's a good DLC. Basically the Old World Blues of Mass Effect, minus shitty fetch quests and enemies.

This dlc was definitely one of my favorites too. Though all of those scenes above are hilarious, I lost it when I went to talk to zaeed at the arcade machine.

That elevator sequence was probably my favorite part of the whole DLC. I love the reoccurring theme that EVERYONE hated the elevator conversations except for Garrus. Tali's reaction to him on the Citadel in ME2 was priceless as well.

I missed this, saw it on Youtube, and totally died. On the subject of funny stuff I didn't get: under some circumstances a drunk Tali will mumble "It just smells like sweat! Why would anybody ask me that?"

I forgot that, that was amazing.

Also, there's Wrex tackling a car full of mercs, and breaking into the Normandy with a toothbrush and... yeah, the entire DLC. Also, I loved the boss fight at the end.

Yea, I loved Citadel too. Sure, by far not all jokes hit it with me, but still. I knew beforehand that it doesn't fit at all to the overall atmosphere for the game, so I expected nothing else, and enjoyed it for what it was. And its last scene, the transition back to the war, worked surprisingly well for me.

The "I should go" conversation also bodes well - at least I hope it does - for any future games that BioWare themselves are aware of, and willing to admit, Shepard's extensive use of often bland one-liners. I know not everyone will share that opinion, but with BioWare and Mass Effect, I got the feeling that they're at least trying to tell great stories, to create interesting characters (even women and, hold your breath, gays), to explore deeper themes, even if they don't always succeed. Hell, I could list so many things that are flawed in Mass Effect in my eyes... but ME3 especially is still one of my all time favorites.

I loved pretty much every minute of the DLC. Some highlights for me that haven't been mentioned were some easily missed one liners by characters in the background while fighting. I'll list a few of them:

Enemy Mook: That Turian looks like Archangel, how are we supposed to kill him?

*gunshot*

Garrus: You're not...

---

Enemy Mook: There's a Prothean over there!!

Javik: And there's a dead man over there!

---

Garrus: I feel kinda bad about this. Maybe I should miss ever other shot to make it fair?

---

Enemy Mook: Why did he tell us to delay Shepard, we're allowed to kill him, right?

Genre Savy Mook: He doesn't expect us to survive.

Enemy Mook: Oh... well... shit.

---

Also, Garrus and Zaeed teaming up to weaponize/booby trap Shepard's apartment was priceless.

As a Miranda fan, I enjoyed her reaction to the closing of the sushi place:

Miranda: Oh, they closed my favorite sushi restaurant.

Shepard: ...that's a shame...

*pause*

Miranda: Shepard, you didn't....

Shepard: I did.

My favourite was Wrex's comment to one of Javik's "In my cycle we..." lines. It was "Your cycle sounds like crap."

how has no one mentioned javik and blasto! without a doubt my favourite.

the only sore point i had was the incredibly awkward samantha traynor seen where shes in the hot tub...why did that have to happen -_-

i thought javik stole the show in citadel. He was truly at his best between his crack about shephard falling through the fish tank, his hatred for glyph or his drunken attempts to read jack he was brought his A game

also Zaaed and Samara...snuggles

there was just so much to squee over

Seriously? I must have missed that. Okay, Bioware, Gaider is still a dick online, but that is probably the best trolling of your own fanbase I could have asked for.

There's also the Volus Pizza man calling you in the middle of a firefight. "Tell him they burnt the Pepperoni!"

Also, on the less goofy side, the Thane romance finally gets one hell of a payoff in the DLC. I won't spoil it for anyone who hasn't seen it, but wow, they gave Thane something worthwhile. ESPECIALLY the ending.

I thought the whole final exchange at the dock was a very charming send-off for the series.

I wouldn't have minded a threat that actually warranted using the whole team, and the whole thing had its cheesy moments, but I liked the character focus. It was able to take a step back from the grim tone of the ending with some self-referential humor and a last chance for banter with Shep and friends in a more relaxed atmosphere. So, the real epilogue essentially.

Also, Grunt's hospital flashback. That was one of the funniest bits of the game for me.

The toothbrush. The dance circle. Zaeed trying to win the crane game. The Grunt, Wrex, Shepard standoff. Also the morning after scene for a female Shepard if you happen to have no romances at all is... interesting.

On a less happy side of things, the video messages from Thane were probably more sad than the prayer, and really most things in the main game.

I haven't played it, just watched those videos however someone comment on the same question as yours and here is the answer-
