Current gen, I'd go with Forza 2 or 3. It gets crazy fun once you get into tuning, then seeing those numbers translate into car control.

But if you mean the original Xbox, the best racing game on there was easily Midnight Club 3: DUB Edition. That was just really fun.

EDIT - The Burnout games are really fun as well. 2 and 3 in particular.
