Eh, some people consider Resident Evil and Silent Hill horror games, and I've never found them particularly scary or horrific (unless you count PT... goddamn).

The trick to horror is planing the seeds in the players head.
Take Parasite Eve, I would put it mostly around resident evil levels of gameplay (for horror content).
What IMO takes it past RE in the horror department is the cutscenes showing you things way more horrific and the terrifying implications of the story. PE is made most of when you read everything and immerse in the situation.

I rarely have Twin Peaks Simulator 2010 crash on me. I'm using the fixes put together by the guy who fixed dark souls.

Yeah I only have the occasional crash too, but the thing varies wildly from PC to PC I've found, and sometimes you need to switch some seemingly mundane options on and off.

That and I struggle to play it without SweetFX which took another hour to get working, don't know what they did to the graphics during porting >.>

What makes FEAR good isn't the horror.

It's the perfected combat. The reactive AI and general flow of fighting is absolutely amazing.

But I wouldn't call it a horror game. It has horror elements, but those hardly make up the meat of the game.

FEAR's "horror" sections are linear, passive, and incredibly obviously telegraphed all the way through. The game does have a creepy atmosphere, which works well together with the great combat, but it's not the slightest bit scary and barely horror. I'd even say that Condemned, an overall worse game by the same developers, is a much better horror game (though still not close to the best).
