Even though I would call it more of a horror/action game, I would go with Resident Evil 4. Even if the fear aspect is more about tense situations, which there are plenty of, I wouldn't call it survival horror, still an amazing game.
I approve of this post. Yeah 2 is a great game, but damn is it overrated. The first game did everything better except the voice acting. Scarier music, environments, enemies (by far) bosses, and even more gameplay. Speaking in terms of story, it also had more at stake. Silent hill 1 was about the end of the world in a creepy hellraiser-esqe apocalypse. Silent Hill 2 was basically... a mental break down. I just suspect #2 was the first played by many Silent Hill fans. The franchise didn't seem to really get noticed until after 2, after all.
So yeah, throwing my vote in for 'Silent Hill 1', for being the definitive mind-fuck of the entire franchise, if anything.
