Even though I would call it more of a horror/action game, I would go with Resident Evil 4. Even if the fear aspect is more about tense situations, which there are plenty of, I wouldn't call it survival horror, still an amazing game.

STALKER: Shadows of Chernobyl and Call of Pripyat are genuinely amazing and probably the only games I'd classify as true 'survival' horror, since a huge part of those games consists of just trying to survive in these vast, horrifyingly deadly landscapes.

I honestly think of all the potentially hundreds of games I've played the STALKER series might be the most atmospheric, it's only real challenger probably the Thief series. It's just such an intense and enthralling experience that drags you into this world and makes you want to stay there.

In between Silent Hill 1 and ZombiU. Both games have made me put the controller down at different parts of the game and relax my nerves some. God I love those two games. :p

Definitely agree with the S.T.A.L.K.E.R. series, my favorite games and nothing can beat the totally random scares caused by the A-Life, AI engine built by GSC.

Also top contenders:
Among The Sleep, Play the alpha and see, really imprints the feeling of being a vulnerable child in a terrifying situation.
Amnesia: The Dark Decent, still not finished it, yes it is that scary.
Cryostasis: Sleep of Reason A derelict Soviet ice breaker trapped in the Arctic, yes please.
Call of Cthulhu: Dark Corners of The Earth, what can be said? It's Lovecraft.

Not the best example, but it does jump scares great.

I approve of this post. Yeah 2 is a great game, but damn is it overrated. The first game did everything better except the voice acting. Scarier music, environments, enemies (by far) bosses, and even more gameplay. Speaking in terms of story, it also had more at stake. Silent hill 1 was about the end of the world in a creepy hellraiser-esqe apocalypse. Silent Hill 2 was basically... a mental break down. No, just... no. #2 is still a good game, but I do think it's weak-er in many respects, is all.

I just suspect #2 was the first played by many Silent Hill fans. The franchise didn't seem to really get noticed until after 2, after all.

So yeah, throwing my vote in for 'Silent Hill 1', for being the definitive mind-fuck of the entire franchise, if anything.

Silent Hill 1 was my first Silent Hill (and survival horror game) and I still much prefer Silent Hill 2 :D I thought the plot in the original was just plain bad, but even if I didn't, I tend to prefer personal-level stories in horror (maybe even in general) anyway. Higher stakes doesn't mean better!

I found the second game a bit scarier, too. The monster designs just creeped me out that little bit more, personally. And James being a much less competent combatant helps. Silent Hill 2 is one of the very few survival horror games with combat where running genuinely feels like the better option. For me, anyway.

It should be noted that I played the first game as a kid and the second game either last year or the year before, too. It still creeped me out more than the first game!

This the game is absolutely terrifying, especially when you play it all alone at midnight with a 7.1 surround headset on max volume, In fact I'll unashamedly admit I was cowering under the bed when a certain door began to ominously rattle.

Amnesia: The Dark Descent.

I can't finish that game because it scared me so much. I'll get around to it eventually but when the game made me stop playing I knew it was the new standard for horror games.

I don't understand the obsession with Amnesia as a horror game, Minecraft spooked the hell out of me with creepers slowly peering around a corner and blowing me up and Amnesia had me nervous for the first hour then it was "Oh, that's it". Atmospheric sure, but I just never got terrified like everyone else.

Eternal Darkness at the time scared the crap out of me, I haven't played it since release soooo might not have held up.

Fear 1 & Fear 2, yes there's jump scares but there's some truly unsettling things that happen and since the game never really pulls your attention via cutscenes and it's up to you to see these things yourself that really makes it horrifying.

Not going to say where, but you see someone that shouldn't be there and there's nothing scary going on. If you're the type that gets immersed and you see this? It's insanely unsettling.

I can't even handle watching gameplay of horror games, and to this day have six minutes of Lone Survivor because the game fucking terrifies me.

So as a wuss, I'm gonna say Clock Tower. I still can't watch the bad endings of the game, and even have a hard time thinking about them, because that shit is freaking scary.

Amnesia: Dark Descent is head and shoulders above the competition. You could argue that there are survival horror games with a better story, but there are none that are more frightening.

I would also like to give an honorable mention to Condemned: Criminal Origins. It's not quite up there with the best horror games ever made, but it was pretty unnerving. It never gets enough praise imo.

Silent Hill 2 and Fatal Frame 2. A lot of people suggesting other games in this thread seem to have very short memories, or are very young. It's hard to seriously suggest anything from the past 5 years (with the exception of Amnesia) when the genre peaked in the late 90s and early 00s.

When I think back, I honestly can't think of a single survival horror game that actually made real use of the survival element.
I didn't realize this until I played The Last of Us, and really feeling that I was surviving by the skin of my teeth from encounter to encounter. Ofcourse, that game was as light as could be on any real horror element.

But anyway, as for the scariest game... Silent Hill 1 to 3. No game ever pushed me as far as to turn off the ambiant score because it freaked me out so much.

Silent Hill 1, 2 and 3, Amnesia Dark Descent, Resident Evil 2 and Penumbra. Those games filled my pants.

I always found the games where you can't fight back to be the scariest. Good examples would be the Clock Tower (although the third one with all its campy silliness not so much), the Penumbra games (the second game in particular being one of the scariest games I've been through) and, of course, Amnesia.
