This council has effectively made itself available to everyone in the local area with a phone with a camera and internet connection. All a person must do is take a photograph of the damage, give a self opinion of classification of damage (ie. broken windows, pot holes in the road), and their location in London and the image is sent to the council's appropriate department. This department then take action on their regular patrol around their authority.
This is such an inventive way to use prevailing modern technology and has been so successful that it is a service that has been extended to all of London.

So when the transport system is full to capacity and the underfunded games progressively turning out to be a bad idea we shouldn't of just bid for so they French wouldn't get it... but at least the councils will know where all the litter is
