When I was playing TF2, there was this kid on his mic that sounded like a cartoon character. Not some annoying squeaky voiced little kid but like a professional voice actor. I thought he was using some kind of voice changer at first but he wasn't. Everyone was laughing because anything he said was hilarious because of his voice.

If we're talking singing voices, Guy Garvey deserves more than a nod. Seriously, look him up if you've never heard of him.
As far as speaking voices, I'm partial to Morgan Freeman. Cliche, I know, but it's just so damn true.

The narrator to Homeworld's cutscenes is awesome.

and Moriarty from Fallout 3. He's probably one of my favorite characters

Oh, man...

From video games, pretty much everyone from the Legacy of Kain series is stellar. Michael Bell (Raziel), Simon Templeman (Kain), René Auberjonois (Janos Audron), Tony Jay (Elder God) and so on... I also dig David Hayter, Solid Snake's VA, a lot, too.

From movies, I'd say Jeremy Irons, Michael Clarke Duncan, Tilda Swinton, Gary Oldman, Sigorney Weaver, Alan Rickman, and I'm sure I missed someone else...

Tony Jay, first and foremost. No one voiced a villain quite like him, and it's a shame we won't get to hear it again.
Peter Cullen, Frank Welker, Gary Chalk, David Kaye (yeah, super duper Transformers fan here), Tom Kenny, Jim Cummings, Keith David, David Hayter, D.C. Douglas. Really, I could keep going, but as I said, Tony Jay was THE MAN for a great voice acting performance.

I didnt like Male Sheps voice simply because I found the delivery very flat, where as the Fem Shep seemed to have much more emotion (in relation to the context).

Michael Ironside.
He was the narrator in a trailer for the Suzuki Kazashi. I now need that car, because, Sam Fisher advertised it. I also bought CNC3 partly because of him.
