Moira Brown. She's the cutest and sweetest example of a girl who is batshit banana's that I have ever seen.

Also I liked Grunt in Mass Effect 2, he's no Wrex but his crazy child-like enthusiasm was very fun to watch as he plowed through the Collectors excitedly.
