I think they're meant to be used with the Wrangler, which gives them a health buff and increased rate of fire, which kind of cancels out the debuffs.
Using them with the Wrangler is, in my opinion, foolish. A combat Engineer works with his sentry gun to make kills. He doesn't care if it gets shot down, since that gives me him crits with the FJ. Using the Wrangler prevents you from working with your sentry. It also means your only weapon is the FJ. Since it only has 3 shots, it's not very reliable for an Engineer in a lot of frontline combat. It also forces you to waste revenge crits when you don't want to.

It might just be because of my playstyle, but I find the pistol to be far more useful than the wrangler as a combat Engineer.

Mini-sentry + wrangler = lol dead Heavies within 2 seconds.

It's pretty awesome, I have to say. You can set a mini trap in 3 seconds, and if you flank them at the same time you could kill anyone except a heavy reliably. Awesome...
Try building a mini-sentry, then picking it up and carrying to the frontline.

They build in about 1,5-2 seconds if you hit them with your fist.

Since I haven't played since the update went live, could anyone explain the new taunt kills?
OT:From what I've seen, it's neat.

He used a saw.

Oh and to the guy above:
Frontier Justice: Engineer pulls out his guitar, strokes it and then smashes it (on an opponent) this is the new tauntkill.
Wrangler: no taunt.
Gunslinger: he pulls a cord like a chainsaw and it spins like a sawblade.

The official blog hints that he sawed it off.

In fact, here's the blog post:

Huh, guess I missed that. Oh well, answer solved. Creepy, yet awesome.

Now that leaves another question. If you switch to the wrench...does he reattach his hand? I doubt the Medic is that good.
This is precisely what I thought when I read the blog post. Not to mention you can do this repeatedly in a match. It almost counts as Nightmare Fuel...
High Octane Nightmare Fuel I'd say. I doubt Valve didn't realise when making it that people wouldn't think about it a tad too much. They knew. They wanted to scare us.
And it's working. I'm surprised it hasn't made its way to the TV Tropes page yet.

Would you care to enlighten me (and any others) as to what you are talking about?
The Gunslinger is one of the unlockable weapons in the Engineer update and looks like this:
