Strictly speaking, they'll already have shareholders and investors even as a private company, but yeah, a public listing will make their shares more easily accessible to the general public.
Edit: Reading the article, it seems they're already listed on the Toronto stock market, so this is more a step up in the world of public listed companies than anything else.
