Craps.. if it is mandatory, then a lot of people will be screwed.
Honestly, instead of restricting some website, allowing only a few is a much worse kind of censorship. Take that, Great Firewall of China/Thailand/Australia! When you're trying in vain to block off thousands of sites, the EU just said we will only let people access a few.

I hope this bill doesn't get passed.

Anyway, I'm totally down for that. I mean, if the EU is starting to pull this crap, it's only a matter of time before America starts getting ideas. I'll fight it tooth and nail.

This appears to be something that has to be implemented by your ISP.

a). That's gonna take cash to invest in hardware designed to monitor what you're downloading.
- Monitoring what you're downloading goes against many countries laws regarding personel privacy.
- Who's gonna foot the cost, the ISP? Doubt it. Look at it this way what they are wanting the ISPs to do is introduce something that would have to be passed on to the customers through higher service costs whilst providing a poorer service a lot of ISPs already gave a big fuck you to this kind of thing when the whole monitoring what people were surfing online thing came up. This seems to add another layer of complexity in that it actively limits on top of monitors what you're doing.

b). What if you're signed up to unlimited access. In what way could they implement limited access to an unlimited service plan. Breach of contract I think. Their is no way they could push through on the terms of 'making changes to the service without notification'

c). What happens when all the big players who have their servers station in Europe say fuck that and decide to set up in some country outside the EU?

I would be worried but the whole thing but it will require the breaking of some fundamental human rights laws, the breach of pre signed contracts, not just on a small level but on a change it to an unrecogniseable level, will require a massive investment from the ISP and additional cost to their customers.

I'll start giving this credibility the second it's on the news, but no earlier.

Besides, any politician who'd vote for such an arrangement would loose all their votes in a flash by agreeing on such a proposition, and let's face it, no politician want's that.
