The term Catch-22 comes from the novel of the same name. Obviously, there was never anything remotely close to an actual 'Catch-22' rule. The author, Joseph Heller, made it up entirely, but the spirit of the fictitious rule exemplifies military life quite well. What was true back then is still true today.
